Preheat oven to 350 degrees.
Grease and flour an 8X8 baking pan.
In a mixing bowl whisk together melted butter and brown sugar.
Add the egg and vanilla extract.
Add flours, baking powder, baking soda and salt.
Mix well with a spoon.
Fold in chocolate chips.
Spread in to prepared pan.
Dollop the chocolate cream cheese on top of the blondie batter.
Drag a butter knife through the cream cheese to swirl it in to the top of the blondie batter.
Bake for 25 - 30 minutes or until a tooth pick comes out clean.
Cool on a wire rack in the pan and then cut in to squares.
